In early 2013, former Prime Minister Paul Martin called on Canadians to recognize that “cultural genocide” had been committed (CBC News 2013). While avoiding any direct discussion of genocide in its publications or during the national events, the TRC did promote memory and commemoration of other genocides within the framework of truth and reconciliation. This involved the use of honorary witnesses, some of whom had survived genocide. A specifically Indigenous tradition of transmitting teachings and understandings orally, Honorary Witnesses were tasked with listening to Survivors, participating in the truth telling process, and then reporting back to the TRC audience and to their own communities what they had witnessed and learned. According to the TRC, through witnessing, “the event or work that is undertaken is validated and provided legitimacy. The work could not take place without honoured and respected guests to witness it” (TRC “Honorary Witness”). Most honorary witnesses were prominent public figures, including former Prime Ministers, cabinet ministers and officials, and media personalities. However there were also two genocide survivors, Éloge Butera, who survived the Rwandan genocide, and Robbie Waisman, a Buchenwald survivor (TRC “Honorary Witness”).
